Help me out,, How can I handle this person that has a bike for sale I want?

Here are the details:
This person has advertised this same bike for sale for more than 3 years, ( its a 74 Yamaha 360 Enduro , claims in excellent , showroom condition with only 800 miles for $1500)
OK I called him many times, I told him if that bike is in excellent shape as he claims it is I would give him the asking price.
but, what that guy does is talk my ear off telling me how wonderful and perfect that bike is, and he wants to carry on a long conversation about the older 2 stroke Yamaha Enduros,,
but when I ask where he's located cause I want to come and look at it, he comes up with some excuse like he won't be home, or he's not sure if he wants to sell it and so on, he refuses to give me his location.
Now its advertised again, same bike, same guy, same phone number!~
I want to give up on him, but I also would like to expose him, if I call him again can someone give me something to say to outsmart him?
the reason i want that bike is I want to enter it in "best bike contests" I have noticed people with the older Yamaha Enduro Bikes have been winning best bike contests everywhere
 
The bike might be a piece of crap and he's trying to rip someone off. Or maybe it's some other type of scam. Or the guy is a nut and doesn't really want to sell it.
