It's about little monsters, or vampires. When I saw it it was on a VCR, the story revolves around 2 monster/vampire little boys with superpowers, one has brown skin, the other one has white skin and black hair. I can't really remember the plot, but there's one scene were the white kid is about to sit down, and someone puts a pencil on his chair. Since it was on VCR I don't think it's a new title.
