Okay so I'm 16 and my cousin passed away about a month ago. He loved tattoos so me, my sister, and his sister all are going to get his initials tattooed on our wrist. We have parental permission and theyre willing to take us, I was just wondering (we live in NY) if we can legally get a tattoo with parental permission?
