Help Iphone 3gs need to unlock new boot

Hello every one can any one help me out

i bought a iphone 3gs 16gb
verison is 3.1.3(7E18)
MODEL NUMBER:-MC131X
serial numbr is 8501879L3NP
IMEI NUMBR IS :-012163002175075

i think its locked with Vodafone

i want to unlock it and use it i stay in Melbourne (Australia)
My friend have same phone we have unlocked it at one store but when i switched it off and turned on again it was locked again


plz plz plz help me out of this problem

one more thing i want to ask can i remove present OS and install new fresh OS which do not lock or belong to any network provider

i suggest not to update in latest version from itunes.. coz there will be no jailbreaking and unlocking as of now, for your phone.. 3gs new bootrom.. just jailbreak the phone using spirit jailbreaker.. and unlock using your wifi connection.. search here on how to jailbreak your iphone.. i just want to remind not to upgrade in new version ios4 or later... good luck..

but what about that when i switch it off and again turn it on it gets locked again
