Help in idenentifying a film please.

Hello,

I am sifting through my late Mum's belongings and have come across some video tapes, 409 of them to be pricise, most of them neatly labled with their contents.

It's going to take an age to transfer a lot of them to DVD but some of the recorded adverts are amazing, going back to the early eighties.

I have come across a B&W film segment spoken in German I would like to identify., the recorded segment is very poor.

Set either through or just after the 2nd WW in Berlin---I think but could be anywhere, the segment starts with the household being fined for over usage of gas or electricity, there is a child trying to get a work permit, his name is Edmund, there is also a character, his older brother maybe, called Karl Heinz who is forced to sign/register up to something by Edmund's sick father.

Their neighbors are called the Kohlers.

That's it I'm afraid, it comes across as a bit Rosilini but it could be anyone, can anyone identify this film for me?

Germania anno zero (1948)

Edmund, a young boy who lives in the destructed Germany after the 2nd World War has to do all kinRAB of work and tricks to help his family in getting food and barely survive. One day he meets a man who used to be one of his teacher in school and hopes to get support from him, but the ideas of this man does not lead Edmund in a clearer or safer way of living.
