HELP!!! IMPORTANT FISH QUESTION! NEED A BUNCH OF FEEDBACK?

my Buenos Aries Tertras are always swimming at the top while my neon tetras are swimming at the bottom. can anyone tell me why? are they not compatible? Tetras are bottom to mid swimmers. why are mine at the top?
