Help! I dont get this joke!?

Blind guy walks into a bar with a seeing eye dog and walks up to the bartender, throws the dog up on his shoulder and the dog starts barking...the bartender says "What do you think you are doing?" and the blind guy replies, "Oh, I am just looking around."

everyone thinks its funny but it makes no sense at all...
 
The dog serves as his eyes, so when the dog gets on his shoulder and looks around, since he is serving as the man's eyes, the man is therefore looking around as well.
