The Pharaoh as you might or might not know was the ruler of Egypt. \
Raising his hand could have an influence in Egypt (I'm being sarcastic by the way) If they went to war it was because of the Pharaoh, if people starved or their Civilization fell apart it was because of the pharaoh. So yes the pharaoh did in fact control 90% of the influence in Egypt
