Help Disciplining Toddler?

I have a 23 month old daughter who has started her terrible two's a little early :-) She hits me in the face - throws things at me - pinches me - pulls my hair (so hard she has pulled clumps out) and all the while laughing hysterically about it. She does this to others as well but more me (her mother) then anyone. If I hold her arms and talk to her sternly she thinks that too is hilarious. I tired time out for a month or so - I found a specific area on the floor and made her sit there for 2-3 minutes if she was being mean. after a few weeks of that she began to laugh at it as well and it turned into a game for her - she would go sit in time out on her own. Next I tried putting her in her crib when she was being mean - leaving the room and leaving her there for 3-5 minutes - I REALLY thought I had figured it out because that seemed to work, however, that only lasted about a week and now she loves going to her bed and laughs and talks the whole time she is in there. Also, last night she climbed out of her crib and hit the floor so I'm having to turn her crib into a toddler bed now. Any suggestions on how to curve this mean behavior would be greatly appreciated. I'm not going to spank her because 1 - I think she is too young and that should only be done in extreme cases and 2. how am I going to teach her not to hit my by hitting her?
