HELP! cant get out of hospital!

My fiance' is in Ghana Africa with his daugther on a business trip & his daughter just had her appendix removed in a private hospital there & they require payment up front! He doesn't have the funds & now they apparently told him that he has to pay, before her release (?!?) They can't keep her in the hospital without payment cant they? What can he do? He wont have the funds for about 3 more weeks. Please help!
 
did they tell him that payment was required upfront when he took her to the hospital? if not, they can't hold her there for failure to inform and he could get the police on it.
 
We'll, he got the funds somehow & got her out of the hospital! Just seem so strange that they would hold a patient hostage if they are unable to pay! You never know how thing's like this are handled in other countries! Thanks all for you advise..never thought to contact the American Embassy!-great idea...
