Ok I have been looking EVERYWHERE for this anime. I don't have a picture unfortunately ;/ But it is a young girl with Long blue hair that looks like pigtails and she has a scar on her forehead I believe. It's really old and not sailor moon!! It would be greatly appreciated!! Sorry for lack of details !
