HELP! Buying a Verizon phone online to avoid data package!?

Well, my dad said I can upgrade my phone so i chose the Samsung Rogue. To get the Rogue you have to get the $10 data package with it. My dad doesn't want to pay the $10, so can i just buy Rogue on ebay or something and go in the store and activate it without having to pay the $10 every month?
