help buying a pre-owned car .....?

im planning on buying a pre-owned vehicle . my last car i purchased had so many problems i spent more money fixing the car than what i paid for it. is there a professional place where i can take a cr to get inspected before i buy it . because my previous car i took it to a mechanic but he just kinda eyeballed the car and said it was in good shape . and turned out to be a piece of crap ......thank you
