I am constantly what would you do, if your company locates its research and development offices in downtown Windsor, Ontario, the city is willing to forgo city property taxes on the building for 10 years. The city is willing to make this concession to help reduce it high unemployment rate. Calgary, Alberta, your company's other choice, has a low unemployment rate and is not offering any tax breaks. On the basis of just these considerations, which city would you recommend and why?
