Help Building a Japanese Garden Model?

I am building a model of a Japanese Garden for school and want to add the sand that is raked in various designs. I am having a hard time getting it too stay in the design permanently and wondering if anyone had any ideas of how I could more easily accomplish this. Also any suggestions of what to use as plant material would be appreciated. Thanks
