Help, brake problems with a 94' Buick Regal custom?

hi , ive had this 1994 Regal buick custom, the problem is that my rear brake lights arent functioning when i step on the pedal, the only brake lights that turn on are the interior back window lights but not the ext. backlights, ive checked the fuses and made sure their all ok, ive checked the bulbs, they are in working order, the only time that all the lights turn on are as if i turn on both the hazard and parking lights. any suggestions or comments on what might be wrong?
 
Check to see if someone may have incorrectly installed a trailer wiring harness. Many times these are incorrectly installed and wires end up getting crossed. If not, the next step is to back trace the wires from the light fixtures, and see where they may join up to the main wire coming from the brake switch Since the cyclops light works (ie: the one in the back window) you know that the brake switch is good, and that a good signal is making it all the way to the one light. So, trace back from there too, and you may find a faulty junction.
