Since your fan was not spinning its most likely going to be either the coolant temperature gouge sensor which is not telling your computer that your system is running hot or your cooling fan switch which is not cutting on the fan itself. I would check both.

hello everyone, I have a 1990 honda accord and its overheating. I opened the hood and realized the fan wasnt spinning and the engine was hot as hell. Most likely it wasnt cool. Have enough coolant in the system. What could be the issue?
