heating system in 2000 dodge intrepid hot while driving cool when idle?

I live in New York so the Temperature now is probably around 10 degrees but I am having a problem with my car heating up. I have a remote start so I give it plenty of time to warm up and once I start driving the heat comes out very hot. If I stop at a light or remain idle the heat starts blowing out extremely cold. I was told my antifreeze might be low and that could do but just in case that is wrong could there be anything else that could do that???
