Heat problem in Pontiac Grand Am.?

My mom has a 2004 Pontiac Grand Am that has about 122,000 miles on it. The car is in great shape except for the excessive ticking noise that plagued the Grand Am model line-up. However I have a problem with the heat in it now. The car has always taken a while in cold weather to warm up, but recently the air coming out when the heat is turned on is luke warm, not hot. The fan could be on any setting, and the temp. knob could be on full red, but most of the time the air coming out isn't as hot as it should be. I have looked up a lot about this online, and most of the problems people have described don't fit my problem. Such as the coolant leaking, there are no puddles left when the car is parked, or on the floor below the heater core area. The vacuum unit that controls the temperature sounds like its fine, and the blower fan is fine. Some said that the engine has low coolant, and is redirecting the remaining coolant just to the radiator to preserve the engine from over heating. What could be wrong, and possible costs of fixing it?
