Head light problems on a 1992 Toyota Paseo?

I bought my Paseo and both headlights worked than water got into where the light bulb is and it blew it out so than i went and bought another bulb and the light is really dim compared to the other light what could have happened im losing power from some where i think but don't really know what the problem could be.
