HDMI Cable not working / problem?

Hi, i bought a new hdmi cable and it doesnt work?
when i plug it into the tv with my computer it says hdmi 0 Hz (zero) and there is just a blank screen?

when i connect it with my dvd it jsut has a blank screen? anyone know why it doesnt work? or what the problem is?

i tried other hdmi cables they work but not this one.
