HD preview channel 829

Why do they have an HD preview channel on 829. If you are watching 829, don't you already have HD. I understand having it as a promotional tool at stores and such, but to me its kind of a waste of bandwidth; bandwidth that could be usefull for another channel or improving some of the ones they already have. Anyways my 2 cents.
 
You may not have ALL the HD that Bell offers. It's a promotional tool.

It also helps when connecting a new receiver that is not yet activated. It can show the Customer the PQ of HD.
