No, it is not enough.
You have to have evidence that he is in some way detrimental to his daughter's well being.

I didnt find out my ex was a sex offender until after i got pregnant, he slept with a 15 year old when he was 19 and got caught. he causing more harm then good in my daughters life, and im at my breaking point, i dont have the money to take him to court so im wondering is him being a sex offender enough to take him to court and him lose his rights? he is also a socialpath and i dont want her around him.

You don't have to pay to take him to court if you contact child protective services and let them decide if he's an actual threat. As far as being a sex offender, he's not a category one from his actions so that will not automatically preclude him from contact with his own daughter. (By that I mean a pedophile who assaults children under a certain age.)
