Have big businesses/wealthy people taken advantage of the Reagan era's economic policies?

I think that big businesses, beginning in the 2000s, started to take advantage of the (Reagan) government's then-new "trickle-down" policy. The trickle-down method worked well for a while (when the theory was first introduced and the first major tax cuts were made by Reagan, big businesses originally used the extra money to increase productivity, provide jobs, etc.) but then they stopped. I personally felt/feel the people up top who are supposed to let the wealth "trickle-down" are being stingy.

To simplify, has the Reagan administration's policy to help the poor by helping the rich gotten out of hand? Has government deregulation, in regards to capitalism, gotten out of hand?
