have a 42" flat screen Panasonic tv with a pretty scratched up screen?

Well we bought this used tv from a friend and it works just fine and everything but like the screen is all scratched up and it looks like they cleaned it with water or something but the screen is pretty messed up. There is 2 layers that u can see the one that produces the image and another one that well just protects the one that displays the image. Is there anything that i can do to maybe get a new screen on the tv or get those scratches removed ? Thanks for helping
