have a 1995 chrysler lhs the automatic transmissin will not shift out of second gear.?

fluid is not burnt so there for it can not be the 3-4 clutch pack.....could it possible be the tcm or pressure related problem?

if it has a vacuum modulator on the transmission then it could be bad or the fluid and filter needs changing.
