Has there ever in the history of human civilization been a true democracy?

I remember reading or hearing about one ancient Greek island which for a time allowed all of its inhabitants to contribute to the decision making process of the government (every decision that was to be made), and hence the fate of the island. I also remember something about the decision being taken to go to war with a neighboring island, which brought about its demise.

Could anybody fill me in with the details of this chapter in Greek history? Or name any other civilisations or peoples who organised their governance similarly?

2. Many New England towns still do Town meetings to decide all civic matters.
