It would not be the Recruiter it would be MEPS. If you mention it on your physical screening form you will have to get a medical consult. Will your waiver get approved ? All depends what the MEPS doctor thinks.

It is a problem now ? Is it really worth mentioning ? Just saying :).
 
Were you treated for it in a medical facility? If it's in your medical records, it could POSSIBLY cause a problem, depending on how long ago the problem was and such. That's where a medical waiver comes in. If there is no record of treatment, and it is no longer a problem for you, don't disclose it.
