Has China made a better response to the quake than the U. S. did to Katrina?

It seems like from the first news of the earthquake in China we saw the government there spring into action. But it was days before the U.S. responded to Katrina in New Orleans. The head of Fema even admitted that he saw the carnage of Katrina on the news. And since then does it seem the federal government has forgotten those people. Most of the rebuilding seems now to depend on private charities. Because no one in the federal government was held accountable for the slow response to Katrina, do you think we've learned anything?
Oh, I don't like the Chinese government for what they have done to the Tibetans and other groups. So it gauls me even more that they make the U.S. look bad.
 
honestly, i think china made a better response to the quake than the US did to Katrina. China's national guard sprang up to action in less than an hour. China's prime minister and present arrived at Sichuan province in less than half a day to observe the damage and the situation. Also, they went into collapsed buildings to assure trapped ones that they are going to be okay. However, China does not have an efficient, up-to-date earthquake plan. But because of China's huge population, manpower can come immediately to help the relief and cover up the lack of a good plan. Another thing is that China does not have as good search and rescue tools, compared to the US.

Conclusively, hurricanes are predictable and earthquakes are not. FEMA did an horrible job preparing for Katrina and it cost many lives. We should learn many things from the earthquake in China, such as a need for a earthquake disaster plan that is reviewed and updated every year and the basic idea that money shouldn't be the main issue when saving lives.
 
Well the Mayor of New Orleans jumped on a bus and got out of town, and didnt try to get this people out
