Has Anyone Signed a Rental Agreement, and Found Out That The Lights cannot

be turned on because of city codes? I've rented an apartment and signed the lease last week, also paid the first month's rent. I was trying to get the lights and the gas on, but come to find out that I cannot get the electricity on because of construction and the apartment owners need to get an ok from the city in order to have the lights on.

Have this happened to you and if so, what steps did you take? Did the apartment owner gave you another apartment or gave you your money back?
