Has anyone ever heard of a registration fee for bicycles?

I know about registering a bike with the poice dept for the purpose of IDing stolen bikes, but I was recently told that a man paid an ANNUAL fee of 50 cents for the right to ride his bike when he was growing up in PA.
Frankly, I think he's full of it.
Can anyone prove me wrong or him right?
