Haro F-1 series bmx bike HELP QUESTIONS!!!!!?

I need to know how to put the pegs on right does the washer go on before the peg and the bolt? or does the peg go on first then the washer then the bolt?
THE QUESTION IS FOR THE BACK PEGS!!
