Harley Davidson rear brake light switch adjustments?

I have to smash my rear brake pedal all they way down to get it to trigger the brake light. The switch is triggered by the pressure of the brake fluid going through the brake line when the brake is applied. Is there a way to adjust the point in which the brake light is triggered? Would a low brake fluid level cause that? The rear brake works fine, just the switch has issues.
The light works, just needs the pedal nearly completely applied...
