I am looking for a Halloween cartoon that I watched when I young in about 85 or so. It could have been made earlier. It is about a witch that comes into this town and turns two children into a ghost and I cannot remember what the little boy was. They went around the town and they were scaring people. They hid for a while and finally they confronted the town and were changed back. The town then decided to embrace this witch and their mom turned into a vampire and it was a party. There were two bad guys in it. The woman was green and thin and the man was purple and beefy
