Gym/ Muscle Growth: How Long would it take to build muscle?

I have my diet plan and routines sorted, I intend to go 5 times a week and rest for the 2 days.
The workout plan which I am using is pretty similar to this: http://fullfitness.net/routines/muscle-building-workout-program
I'm unsure of how much time I should spend, I'm thinking an hour, Or is that not enough?

I'm definitely not fat, I wouldn't say overly skinny....Umm Idk how to explain this.

On a scale from 1-10 (5 being average/ normal)
I would say 4.
