Guys, please help about afs scholarship. Which is better Japan or Netherland(Dutch)?

I can speak japanese and have a lot knowledge of Japan. But, the matter is my parent asked me to go to netherland.
The final decission, is from me. I'm going to choose. Which is better? And please add ur reasons. Thanks before :D
