GUYS ONLY looking for a guys point of view-Why doesn't he want to talk on the phone?

There is this guy I've been texting and fb chatting with for a while, and I want to high school with him, but we reconnected on fb. He texts me every now and then or fb chat, sometimes he initiates, sometimes I initiate. I am interested in him and have been trying to drop subtle hints for him to call me and talk on the phone, but he seems to want to do everything possible to avoid talking on the phone. I even used something he said to drop a hint; as he lives in an area where sometimes he gets poor cell service and has trouble getting messages. (Yes, this is true, I used to live near where he lives.) But often he'll respond and apologized for not responding right aways, and that he didn't get the message right aways. So eventually I texted back and said you can always call from your landline phone, and he texted back "I would if I had something to talk about". I kind of don't understand this, but more times than not he is at a loss for words, he always seemed to have trouble keeping a conversation going. So is it that he can't find words to talk about? Or is he making an excuse not to talk to me on the phone? Why doesn't he want to talk on the phone?
