GUN PC Game by Activision Doesn't Work with WinXP Service Pack 3?

For some reason GUN the PC Game by Activision which has always installed and worked fine doesn't work with WinXP Service Pack 3, the following is the error:

GUN (TM) InstallShield Wizard

Unable to create directory C:\Program Files\Activision\GUN\Docs

and then CTD with error 1628 failed to complete.

Have tried the following possible solutions which did not work:

Completely uninstalled and reinstalled the program and rebooted several times, making sure that it was not present in add/remove programs. Deleted all remnants of the program prior to reinstalling including in the registry carefully.
Tried to install the game with no programs in the background running including security programs.Updated video card drivers and DirectX and check for any game patches.
Changed the IDE ATA/ATAPI Controllers Primary and Secondary IDE Channels to PIO from DMA.
Renamed the InstallShield Installation Information folder to InstallShield Installation Information.old.
Deleted the contents in the Temp Folder and even the 2 temp files that seem to be non deletable until you are in Safe Mode and then tried that as well.
Have researched the net for any information on this situation and have tried anything that seemed to have any potential of resolving this issue. Tried to install in Safe Mode which of course failed.

Also attempted to install GUN on another computer with WinXP Pro SP3 and after installing the game using the 3 disks the same thing happened and it asked to replace disk 3 with disk 1 and then received the following error:

GUN (TM) InstallShield Wizard

Unable to create directory C:\Program Files\Activision\GUN\Docs

and then CTD with error 1628 failed to complete.

Apparently GUN by Activision seems to be incompatible with Service Pack 3 for WinXP Pro.

Anyone else have familiar with this issue and a possible fix?
