Guild wars guild question?

Ok I'm a ranger and I've been in a guild for a while and I left recently to make a guild and I would like to know if it's a wise choice and if yes then what's the best way to get it up and running and since I'm not rich I can't get a full guild hall as soon as I make it so I thank you for your help and answers
