GTA SA (PC): How do I change Grove Street Gang's colour?

Well, I saw a video on YouTube which consists of some slides showing the Grove Street Gang in red colour.

How do I change the green colour to another colour and is it possible if I do it without tools needed? (e.g IMG Tool, etc.)
