great employee killing my business?

I run a family owned heating oil company and we have a tech named scott who's been with the company 11 years. On tech calls he tells everyone if they run low again to just put two five gallon cans of diesel in the oil tank and save them from running out/needing a service call. Well people realizing this now have cancelled automatic delivery and seem to be going this route. right now our minimum delivery is 150 gallons but when people realize they can just buy 10 gallons at a time from the gas station, people stop buying MY oil. How do i handle this employee and get the 10 gallon buyers back on automatic fillups?? This is going to be long long winter
