GPS ON MOBILE PHONES?

so i need a gps pretty badly but have little money. My phone plan ends in about 2 months. So my question here is can i use a gps app on a smartphone WITHOUT a data plan? When i sign up for another 3 years i dont need data! Ive seen lots of phones like the iphone or blackberrys, they all have apps for gps but dont know if u can just use them. I understand that the gps app is free but the maps are what costs money (ie DATA). But was wondering if u can use wifi to download the map? Cause before i leave home ill be on my wifi and can quickly download the map and directions to wherever i want to go then leave.
