got a speeding ticket but my moms the owner of the car... the insurance is in my name

we each got a ticket? I was going 80 in a 65 so yes i was speeding.... im paying my fine but my mom got a separate fine under her name. The car is in her name. The insurance is in my name we live in california. Is that normal? So, is it fair for her to ALSO get a ticket and why?
my citation # is the same on my ticket and bill. ($280.)
my moms bill has another citation #?($173.)
im 28 female and this is my first ticket the auto loan is in my moms name.
