Got a portfolio from the vet...?

I got a new dog and I need to get papers for him. I asked my mom to show me where my older dog's papers are so I can see and she showed me a portfolio with the shots he took, and how to take care of him. I asked her where she got it and she said the vet. Are those the dogs papers?
 
Those are your dogs shot and medical records, which are something you should keep in a secure, easy to reach place..

If you mean his pedigree then the only person who can give those to you is whoever sold you the dog. If you didn't get one or weren't told how to get one then you likely never will.
