Good starting Racing/Road Bicycle?

I have been doing alot of riding lately as I can't yet drive and my mountain bike has had it with the extreme mileage it's being put under, so I figured I may as well put my money into something designed for what i'm doing.

I'm only 16 years old and in the UK, so reasonable prices bikes please, those I have been looking at are WAY over my budget.
 
almost every line of bikes will have a start up road bike. They range from 300.00 up to 600.00. Anything more than that I wouldn't consider start up. Schwinn, GT, Trek! I could go on and on. If you like to ride that old mountain bike, than your going love the speed of a good road bike. I recently did the same thing. I was going 57 mph down a hill yesterday, and I think I can go faster. I'm not sure what that is in kph.
