You have to understand one thing about Obama's approval ratings - he is still campaigning, but not to Americans. He is campaigning for a top position in the global government that is now forming. The more he implements their agenda, his US numbers will fall - but will rise with the 'powers that be'.
If you would check international news sources, everyone is talking about and planning for a new global governing body that will be revealed at the G-20 in April - that is, everyone except the US media. So Obama is willing to take a few dives in the numbers here to make sure he gets the 'international globalists' recognition for doing a good job. He has never been an "American", and if you look back at all of his campaign speeches, being important in the eyes of the 'global community' and being a 'citizen of the world' is his top priority.
