Good HTML layout software (for Howrse)?

I am looking for software that I can design whatever I want, and then click a button and get the HTML for it.
I need it for Howrse.com (the Horse game duh lol) JK
but I do need HTML Layout software of some sort
anyone have any, or know of any, or anything?

SIMPLE to use is VERY important, but if not, I can figure it out lol.
