Good Full Complete PHP ToolKit Needed?

I am looking for a program like PHP nuke complete toolkit to write a website in php. IT will also contain a mysql along with asp.net for login reasons with group and user policies. This will be hosted from a home local machine on abyss web server. any great php tools which has to be a complete toolkit is great!! Free or paid for software works for me let me know my options that you recommend. This site will be used as a call tracking with a ticket number description along with who entered the ticket,
