Good diet/exercise plan? WARNING: LONG.?

Hi, I'm Amelia and I'm 13-and I've recently gotten into weight/exercise.
So this year I'm attending a new school, and there are so many bar mitzvahs and celebrations coming up-which you have to attend...wearing a dress. Not only that, but I'm having my first crush and I'm starting to think a bit stupidly.
I'm 5'5 and I weigh roughly 119 lbs, but I'm a bit on the chubby side and I'd really like to slim down.
So recently at night I've been doing 150 side crunches, several regular crunches, 50 bicycle crunches, about 45 pushups, 3 one minute planks, and 3 one minute side planks. I've also been watching my carbohydrate intake, and I haven't been eating junk food, or drinking soda-but I haven't really been drinking water. No time for exercise in the morning.
I've also tried to get in 30 min of walking in a day, which is kind of difficult seeing as how I have school. ...But for the last three days I haven't walked because of rain.
I reduced calorie intake to about 1400, because I normally eat a lot. I've been avoiding sweets and have been eating mostly fruits, nuts, meat (steak?), and some rice, as well as some vegetables.
I can't really follow the 5-6 meals a day rule because of school; I'm not really allowed to sneak food in at all.
In terms of sports, I used to play soccer. Then the season ended and now I'm not playing any sports. I might take taekwondo, but only 50 min sessions and once a week. Either that or goalkeeping training for soccer.

Oh, yup, I also meant to ask:

How do you cut down on thigh/leg/arm fat and get toned legs/arms?

Also:

How do you get rid of belly fat? And is there a way to tell if you have abs or not?
