Good colleges with Creative Writing Programs (Financial Aid)?

Are there are good colleges with Creative Writing Programs for families who receive financial aid? I live in Florida and I know University of Florida ranked pretty high but I believe it does not wave the application fee for families with low income. Out of state is fine as long as there are possibilities in which the expenses can be covered. No idea if this helps but I am in a junior in the IB program (International Baccalaureate).
